Who the Board Covers

​​​​​​​​​​Employees Covered by the Public Employee Relations Act (PERA)

PERA covers most employees who fall into the following categories:

• Employees of the State of Maryland (State employees)
• Certificated and N​on-certificated​​ employees of Maryland public schools 
• Employees of these Maryland Public institutions​ of higher education 
•  University System of Maryland​
• Community colleges​

Public employees who are classified as management or confidential employees are NOT covered by collective bargaining laws.

Certain employees not covered by PERA may be protected by other applicaple laws.
